National Crime Victim’s Rights Celebration

Brentwood -        Each year in April, the Rockingham County Attorney’s Office observes National Crime Victims' Rights Week which promotes victims' rights and honors crime victims and those who advocate on their behalf.  County Attorney Jim Reams announced today that the office held its 9th Annual Victims Rights Awards Ceremony and the following recipients were awarded recognition plaques for their exemplary service and dedication to providing quality services and fair treatment to victims of crime:

·        Det. Kenneth Owen of the Hampstead Police Department for his involvement in the State v. Terry Moulton investigation.

·        Det. George A. Baker, III of the Salem Police Department for his involvement in the State v. John Holland investigation.

·        Det. Richard P. Oliveri, Jr. of the Salem Police Department for his involvement in the State v. John Holland investigation, and;

·        Dr. Mark V. Sapp, of Boston Children’s Hospital  for his exemplary dedication, professionalism and leadership in assuring that appropriate services are delivered to our most vulnerable victims of crime:  our children, particularly in State v. John Holland.

Terry Moulton was a former cafeteria manager at Hampstead Middle School who pled guilty to stealing at least $1,000 from funds set up by parents in a system where students swipe an electronic debit card to authorize a withdrawal each time they buy lunch.

John Holland pled guilty to one count of first-degree assault on his then 3-month-old daughter.  He was sentenced to 10 to 20 years in prison in February for shaking and squeezing his baby daughter so violently she stopped breathing and her ribs popped and snapped.

The national effort this week is aimed at raising public awareness about the impact of crime victim’s rights and the critical need for victim services.  ‘We need to be ever vigilant to protect the rights of victims.”  said Reams.  This legislative session saw a bill that sought to repeal truth in sentencing.  County Attorney Jim Reams opposed that legislation.

The Staff of the County Attorney’s Office would also like to extend a tremendous thank you to the following vendors who generously donated items to today’s Ceremony:
