National Crime Victim’s Rights
Celebration
· Det. Kenneth Owen of the Hampstead Police Department for his involvement in the State v. Terry Moulton investigation.

· Dr. Mark V. Sapp, of Boston Children’s Hospital for his exemplary dedication, professionalism and leadership in assuring that appropriate services are delivered to our most vulnerable victims of crime: our children, particularly in State v. John Holland.
Terry Moulton was a former cafeteria
manager at
John Holland pled guilty to one count of first-degree assault on his then 3-month-old daughter. He was sentenced to 10 to 20 years in prison in February for shaking and squeezing his baby daughter so violently she stopped breathing and her ribs popped and snapped.
The national effort this week is aimed at
raising public awareness about the impact of crime victim’s rights and the
critical need for victim services. ‘We need to be ever vigilant to
protect the rights of victims.” said
Reams. This legislative session saw a bill that sought to repeal truth in
sentencing.
