Brentwood -  County Attorney Jim Reams announced today that after consultation with the Rye Police Department, the State would not be filing felony Animal Abuse charges against Sheila Kinville (DOB 10/9/41) of 112 Grove Road, Rye, based upon an investigation that began on December 3, 2006.  "Ms Kinville has been diagnosed as suffering from dementia and is unable to care for herself or her animals.  The Probate Court has appointed a Guardian over Ms. Kinville and she has been moved into a long term care facility in Massachusetts.  There is nothing to be gained by us going through the time and expense of a criminal action.  The Guardian has signed over ownership of the animals to New Hampshire SPCA, which is providing care to them", said Reams.
